I have the honour to inform you that, subject

propose to establish a Government Officers' Guarantee Fund with a view to overcoming the inconvenience which arises from the constant renewal of the proniums payable to Guarantee Societies by Officers, who are required to give security, and from the death, absence, or bankruptcy of sureties.

I enclose a draft of the Rules, which have been drawn up for the establishment of the Fund and also a form of the Fersonal Bond which contributors will be required to sign. They have been modelled on the lines of Enactment llo. 12 of 1904 of the

State of Selangor as amended by Enactuents No. 6 of 1905 and No. 2 of 1907. As the clerical work involved is trifling and consequently will be performed by the existing Treasury Staff no provision has been made for clerical assistance. You will observe that it is pro- -posed to dispense with the necessity for an Ordinance by inserting a clause in the form of Personal Bond binding the Officer to give security in accordance with the Rules.

The number of contributors to the Fund, taking the Blue Book of 1911 as a guide, will be seventy-two and the total amount secured 880,000. The scheme is designed to include only Officers on the pensionable establishment, and the position of the
